东莞市节水减污公共管理对策

Public Management Measures for the Water Saving and Pollution Reduction in Dongguan City

目前东莞市用水增长居高不下,水资源供需矛盾日益突出,水生态环境不断恶化,节水减污已成为东莞市解决水问题的必然选择。在分析东莞市水资源利用现状的基础上,阐明东莞市节水减污的必要性和重要性,对节水控制指标进行初步分析,从政府管理的角度提出了合理控制城市发展规模、调整和优化产业结构、加强节水减污制度建设等对策。

The water consumption in Dongguan City has remained high in the recent years which has aggravated the water demand problem and deteriorated the biological environment. Thus the water saving and pollution reduction have been the key two solutions to the water problem. The necessity and significance of the two tasks have been studied based on the present water resources situation in Dongguan city. The key index for the water saving has been studied and , including rationally harnessing the city expansion, adjusting and optimizing the industrial structure and forging the constitutional measmes, have been suggested.
