政府促进效率、公平与稳定之责任的领域分析

Analysis of Government′s Responsibility to Propel Efficiency and Justice and Stability

政府在促进效率、公平与稳定方面负有重要的责任,但政府的责任是有限度的。构成政府责任的事项有两个条件,一是公共事项,二是政府在处理该事项方面具有比较优势。在经济、社会和政治领域,效率、公平和稳定具有不同的内涵,所涉及的公共问题及政府的比较优势也相应不同。因此,政府在不同领域所承担的责任及其承担方式也存在着相应的差别。

The government has to take up the responsibility to propel efficiency,justice and steability;Its matter has two conditions：the public items and the comparatie superiority of dealing with them. The comparative superiority is different in the different fields of society, economy and polity and will show differences according to government＇s responsibility and its fulfilment mode.
