水务信息化建设与管理方法探讨

Studies of building information system of water industry and its management method

上海市水务信息化发展是其建设与管理模式不断探索、不断完善的过程。从上海水务特点出发,结合水务信息化建设发展实践,通过总结工作经验与教训,对信息化建设与管理的工作理念、思路、模式和方法进行思考研究。围绕上海水务“安全、资源、环境”三位一体重点战略,提出理清思路、统一规划、健全组织、完善机制,更新观念、转变方式、重点突破、循序渐进,标准先行,构建平台、整合资源、建管并重,社会服务、专注业务等一系列信息化建设与管理的工作理念。

The development of information system of water industry is under the process of continuous exploitation and improvement. Studies are made on the working concept, thinking, model and method for information system construction and management, under the consideration of features of water affair management in Shanghai, and practice of information system development, working experiences and lessens learned. A series of approaches for information system construction and management of emphasizing on priorities, making progress step by step, initiating standard first, integrating resources, balancing construction and management, socialized and professional service are proposed in line with the strategy of focusing on ＂safety, resources and environment＂.
