文章回顾和总结了地矿部工程勘察施工业的发展现状；提出了工程勘察施工业发展的基本任务和目标，并对实现两个转变，加快工程勘察施工业的发展的方向和措施进行了详细的阐述。
This paper reviews and summarizes the current development of engineering prospecting construction business in Geology and Mineral Ministry;puts forward the basic task and target for the development of engineering prospecting construction business and makes,in betail,the descriptions on directions and measures to speed up the engineering prospecting construction business as well as on the implementation of 'Two Change-Overs'.
