高等教育体系的权力分配与大学组织结构

Power Distribution of High Education System and Structure of University

大学组织结构的形成取决于多方面的因素,而其中起到关键作用的是大学作为其中一个层次的高等教育体系各层次间的权力分配,其他多方面的因素都是通过规定或者影响高等教育体系各层次间的权力分配而间接地影响着大学的组织结构。本文的目标正在于厘清这样的一条逻辑线索:高等教育的相关法律、大学宪章、高等教育传统、大学的资金来源等因素决定了高等教育体系6个层次间的权力分配,而一定的权力分配格局则大体决定了大学内部以及大学与政府之间的组织结构形态。

The formation of university structure is determined by many factors. The key factor is the distribution of power between layers of the system of higher education in which university is one of the layers. In fact, all other factors indirectly affect the university structure by determining and affecting the distribution of power between layers of the system of higher education. This article is aimed to analyze and explain the logical clue. Factors such as law of higher education, charter of the university, tradition of higher education and source of university funds determine the distribution of power between six layers of the system of higher education. The condition of the distribution of power mostly determines the university structure and the structure between universities and government.
