上海市浦东新区潍坊社区人口老龄化对卫生服务的影响与对策研究

Influence of Population Aging on Health Service in Weifang Community,Pudong New District in Shanghai and the Countermeasure

本研究作为《上海市人口老龄化及疾病谱对卫生服务的影响》总课题的一个分支,利用资料分析和小组访谈等研究方法,了解老年人医疗卫生服务需求与利用情况及服务提供中的主要问题,为政府提供政策依据。调查发现,60岁以上人口占潍坊社区卫生服务中心服务总人口的19.04%,成为该中心重要的服务对象;医疗费用负担是他们最为关心的问题;医老、养老的社会需求多元化,基层卫生服务系统在制度和功能上都需要不断完善和提高;社会对低收入老年人应当给予特别的关注,保障老年人基本医疗卫生利用公平;应当加强健康教育和慢病管理,提高健康水平从而降低医疗费用。

This article is a branch of the general study project on influence of population aging and the disease spectrum change to health service in Shanghai. Its aim is to find out the main problems of the health service demand and utilization by the age through the methods of data analysis and focus group discussions. The result showed that the age people more than 60 have been the most important consumers for community health service （CHS） center, accounting for 19.04% of the total population in Weifang CHS. The burden of the medical services was their focus problem. The work of basic health service system should be constantly improved and increased to meet the different medical and supporting demands of the age. The society should pay attention to the low income group, and ensure the equity of the basic medical utilization. Heath education and chronic disease management should be enhanced to increase the health level and decrease the medical expenditure.
