我国农村公共物品供给问题研究综述

A Summary of the Research Documentsof the Supply of the Rural Public Goods in China

农村公共物品的供给是三农问题中的重要一环,制约着社会主义新农村的建设的进展。我国很多学者对此进行了深入研究也提出了有益的见解。从农村公共物品的制度外筹资与供给、农村公共物品供给与农民需求表达机制、农村公共物品供给与供给主体、农村公共物品提供与政府责任等四个研究视角出发,梳理近几年学者在此问题上的讨论和研究成果,得出这样一个结论:目前此领域研究中存在的不足,在于对农村公共物品的界定、供给模式、消费阻力、需求表达、监督机制、如何正确处理增加农村公共物品供给与减轻农民负担的关系、相关配套改革等方面尚且缺乏深入研究。

The supply of rural public goods is one of the most important aspects in the ＂Three Rural Issues＂, and it also has a close relationship with the important issue of construction of new socialist countryside. Lots of scholars in our country have done much research in this area. This paper mainly summarized the scholar＇ s study in this area recent years from four angles, that is, funds raising and supplies outside the system of rural public goods, rural public goods supply and peasant＇s demand expression mechanism, the supplier of the rural public good, and the responsibility of government in the offer of rural public goods. Research should be done in the areas as following： the definition of rural public goods, the mode of supply, consumption resistance, the expression of peasants＇ demand, supervision mechanism, the correct way to dealing with the relations between improving the supply of the rural public goods and lightening peasant＇s burden, and the relevant coordinated reform.
