The deep conflict between India and Pakistan has been centrallyreflected on Kashmir Problems. The transnational conflict and dispute resulted from fight between India and Pakistan on Kashmir and its ＂spillover effect＂, have made South Asia into some extent of unsafe circumstances. In recent years, there is still no good future to achieve the permanent peace although either of India or Pakistan government tries their best to better bilateral relations. The most handicapped factor is Kashmir Problems. Why is the contradiction between India and Pakistan so deep？ Why is the peace talk so difficult？ The paperwill interpret it in the view of political culture.
