联合国关于死刑的价值选择是生命权高于一切,严格限制死刑罪种;保障和尊重人权,严格限制死刑适用或执行对象;尚未废除死刑的国家应当坚持严格的死刑适用程序和严格的证据标准,并确认死刑犯享有赦免权和减刑权;同时号召成员国逐步废除死刑。我国应最大限度减少和控制死刑。

The value option concerning the death penalty of the United Nations is： the right of life is sovereign right and the category of crimes applying the death penalty should be strictly restricted; safeguard and respect the human rights and the criminals who may be executed the death penalty should be strictly limited; the states that have not yet abolished the death penalty should persevere in the strict application procedure and standard of proof, and affirm the capital prisoner＇s prerogative of mercy and the fight of commutation ; and advocate the members gradually abrogating the death penalty. China shall farthest reduce and control the death penalty.
