摘要
研究目的:解决我国铁路跨越式发展战略中迫切需要解决的重大问题,即如何围绕客运专线建设这一主战场,科学构建引进技术的消化吸收再创新系统。研究方法:针对我国铁路引进技术消化吸收再创新存在的问题,详细论述如何构建以政府为主导、充分发挥市场配置资源的基础性作用、产学研创新主体紧密联系和有效互动的客运专线引进技术消化吸收再创新系统,并建立对引进技术再创新系统进行客观评价的评价指标。研究结论:建立科学的引进技术再创新系统和客观的评价指标可以有效地指导客运专线引进技术消化吸收再创新工作,促进我国铁路跨越式发展。
Research purposes: There exists the problem of reduplicate introduction and partial adaptation & assimilation in our railway technique introduction work. The imperfect technique adaptation & assimilation has a direct restriction on the improvement of our railway science and technology process. Therefore, according to our passenger dedicated railway line work, how to establish the rational introduction, adaptation & assimilation and independent innovation system, is the important problem which needs to be resolved urgently in our railway leap -forward development strategy.
Research methods:According to the problem existed in our railway technique introduction, adaptation & assimilation and innovation, this paper first discussed the building of passenger dedicated railway line technique introduction, adaptation & assimilation and independent innovation system, which took the government as the forerunner, gave a fuller play to the basic role of market in the allocation of resources, and integrated the Production, Education and Research while keeping their efficient interactivity. Then the paper established the evaluation index in order to objectively evaluate the proposed system.
Research conclusions: Building the rational technique introduction, adaptation & assimilation and independent innovation system and establishing the objective evaluation index of the system could give the fight direction to our passenger dedicated railway line technique introduction, adaptation & assimilation and innovation work, and it also could accelerate our railway leap -forward development.
