可持续性评价与规划编制相互协调方式初探

可持续发展模式提出以后,“可持续性”在概念层面上得到世界范围内认可与贯彻的同时,在其概念界定与如何将这一纯抽象概念具化到可以认知和掌握的切实操作方法上出现了巨大的困难。为了实现这一转化,基于项目环境影响评价体系(EIA)的可持续性评价方法应运而生。与此同时,在意识到城市规划领域因规划缺陷及规划失效而可能引起的对社会、经济及环境可持续发展的影响之后,借鉴国外实践中关于可持续性评价的概念,本文提出了城市规划的可持续性评价,同时分析了可持续性评价介入规划编制过程的三个契机。在此基础上,文章进一步以英国相关实践为借鉴,以城市空间发展战略的可持续性评价为论述重点,对评价步骤及其与城市规划编制过程的相互协调方法进行了详细阐述。

Having been promoted the ＂sustainable development＂ module, there is a worldwide shift towards the rhetoric and values of sustainability, but in practice there are huge difficulties in defining and applying the concept. In order to deliver this concept, the sustainability appraisal method which based on the EIA system emerged. Based on the defining of sustainability appraisal and its three opportunities to integrate with urban planning process, using practice in UK as the reference, this paper, which focuses on the SA of urban space development strategy, gives an elaborate analysis of the appraisal processes and its interactive ways with planning authorizing.
