Being as an endogenous variable of the economic growth, the modern sci-tech externalizes directly the hige economic benefit. The occurrence of the new economy makes the relationship between the sci-tech and the economy produce the qualitative change, which needs the further research and summarization on the developing regulations of the sci-tech and the economy, and also needs the necessary evaluation and consideration on this development.
