改革开放以来村级组织的农地调控权——对山西省Z县鲍村的调查与研究

The Control Right of Farming Land of the village Organization Since The Reform and Opening-up——A Research on Bao Village of Z County in Shanxi Province

本文以山西省Z县鲍村为个案,对改革开放以来村级组织的农地调控权进行了研究,指出村级组织农地调控权具有多种表现形式。村级组织在运用国家法律、法规作为其实行土地调控权的制度资源的同时,也存在许多变通之处。村级组织实行农地调控权对促进农村经济发展和稳定农村社会秩序具有积极作用,但也存在一定的隐患。

Taking the Bao village, a village of Z county in Shanxi province, as an example, this paper surveys the control right of farming land of the village organization since the Reform and Opening-up. The control right of farming land of the village organization has varied forms. The practice of the control right of farming land of country organization has its legal system resources as well as its versatility. It expedites the development of economy and levels off the village society order, but hidden trouble exists.
