摘要
提出构建以公民本位和社会本位为终极价值取向的服务型政府,关键是要以公共利益为出发点和基本价值归宿。通过对公共利益的理论阐释,尝试从公共利益的视角去探寻服务型政府构建的目标与途径,认为公共利益从根本上规定了服务型政府的伦理精神、人性要求以及职能设置。
In order to construct service government that regards citizeffs selfish departmentalism and society＇s selfish departmentalism as ultimate value, we should pay more attention to takeing public interests as the start point and destination. The article through expoccnding the theory of public interests, attempts to seek the goal and methods to build service government from the aspect of public interests, and considers that public interests defines the content of the ethics sprit, the requirement of humanity and the status of governmental functions of service government.
