浅析我国知识型失业的成因与治理对策

Reason and Government Strategy of Knowledge Unemployment

近年来我国高等院校毕业生的一次就业率逐年下降,“知识型劳动力过剩”和“知识型失业”现象初步显露,之所以产生知识型失业,是因为教育资源的配置脱离了社会经济发展的需要,基础教育投资严重不足,区域经济发展不平衡以及我国产业结构水平低下等因素造成。当前,应优化教育资源的配置,重视基础教育与技能教育的发展,使教育资源的结构与空间分布趋于合理化,同时加速产业结构调整,逐步改变不合理的人力资源结构,有效抑制并防止知识型失业。

The employment rate of university graduate has dropped in the recent years in our country.The knowledge labor force was surplus and ＂the knowledge unemployment＂ revealed initially.The reasons why the knowledge unemployment happened are the following.First,the education resources disposition has been separated from the social economy demand seriously,and the elementary education investment was insufficient.Second,the development of the region economy was not balanced and our country industry structure level was low. Now, we should optimize the disposition of education resources, and increase the investment of the elementary education and the skill education, in addiction, to make the structure of education resources and the spatial distribution tends rational, simultaneously accelerates the industrial structure adjustment. Unfairness which exists in our country human resources structure will be changed and the knowledge unemployment will be prevented effectively,
