近年来,越南奉行独立自主、广泛开放、全方位、多样化的外交政策,通过积极主动的外交活动不断巩固和拓展与世界各国的友好合作关系,使越南的国际地位逐步提高,为社会经济的发展营造了和平、稳定的国际环境。2005年,是越南跨入新世纪第一个五年计划的最后一年,也是越南的外交活动相当活跃的一年。

Vietnam has been persevering with the foreign policy of independence, openness, multi -lateralization, diversification of external relations in the recent past years. By conducting active diplomatic activities, Vietnam makes unremitting efforts to strengthen and expand solidarity and cooperation with the vast number of countries across the world in an attempt to upgrade its international status and create a peaceful and stable international environment for national social economic development. Vietnam＇ s implementation of the First Five -Year Plan in the 21st century advances towards the deadline, 2005, in which Vietnam＇s diplomatic activities thrived.
