民主行政是具有参与取向的民主,既是一种行政理念、行政模式,还是一种行政活动。它的实质就是尊重行政相对方的民主参与权利,并保障其民主参与权利的实现,从而维护公民个人和社会整体的利益。民主行政能够改善行政相对方在行政法律关系中劣势地位的现状,能够使行政活动在和谐的环境下进行,这正是坚持构建社会主义和谐社会“以人为本”、“民主法治”的原则。

As an administrative idea, mode, and activity, democratic administration is characterized by procedural democracy with participation. Its essence is to maintain the individual and social interests by respecting and guaranteeing the right of participation. As for the significance of democratic administration, it consists in the enhancement of the status of private party in the administrative process, which conforms to the principles ＂putting people first＂ and ＂democracy and the rule of law＂ in building a harmonious socialist society.
