院县合作共建——建设新农村的有效模式

Effective Model of Constructing New Country by Cooperation between Academy and County

2003年黑龙江省委、省政府为解决“三农”问题,实施工业反哺农业,城市支持农村,推进社会主义新农村建设,决定开展农业院(校、所)与县(市、区)的农业科技合作共建工作。2004～2006年,黑龙江省农科院按照省委、省政府的要求,举全院之力,不断创新科技帮扶、合作共建形式,搭建了科技成果的转化平台,走出了一条科技引进与自主创新相结合、专家干部与农民相结合,试验示范与科技推广相结合的院县合作共建之路。对农村、农业、农民和基层干部产生了广泛而深远的影响。加速了农民增收、农业增效、农村发展的步伐,取得了农业标准化水平、农民科技素质、粮食产量、农民收入全面提高的显著成效,被农业部概括为“1+1”致富奔小康模式。

Heilongjiang Provincial Commission and govemment carried out the cooperative project between agricultural academy and agricultural technology of country in 2003, in order to settle the three agriroblems, industry regurgitation feeding agriculture and the city helping power rural growth as well as constructing the socialistic new country. Based on the requirement of the provincial committee and government, the staff of Heilongjiang Academy of Agricultural Science spared no effort to innovate the form of helping and supporting from 2002 to 2006, and set up the transformed platform of technological achievement, walked out the way of combining the new technology introduction with autonomic innovation, expert cadre with peasants, experimental demonstration with science-technology generalization. This way had a wide and profound influence in country, agriculture, peasants and rural basic cadres. Meanwhile it increased peasants＂ income, agricultural benefit as well as rural development, and obtained ndticeable achievements that agricultural standardization level, peasants＂ technologic qualities, grain yield and peasants＂ income were all-round enhanced. So it was generalized the ＂1 ＋1＂ model of the road to rush for prosperity by the agricultural ministry.
