绿色物流的外部性及其主体间的博弈分析

An Analysis of the exterior-ness of Green Physical Distribution and the Subjects' Games

物流绿色化的过程涉及到物流外部性问题。但就物流活动本身而言,它具有负的外部性。将物流的外部成本内部化是物流绿色化的要求。但在物流绿色化的进程中,围绕外部成本内部化之后的利益分配,物流系统内外的各主体之间存在着一系列的博弈,包括企业与企业之间、政府与企业之间,以及客户层面等方面的博弈。物流的绿色化不能仅仅依靠市场的力量,更应发挥政府的作用。政府应通过加大对物流的宣传力度、制定绿色物流评价标准、对绿色物流实施财政补贴,以及引导企业参与绿色物流技术开发等手段,加快推进我国物流绿色化的进程。

The process of greenization of physical distribution is related with the issues of the exterior-ness of the distribution. But in terms of physical distribution itself, it has a negative exterior-hess. It is the demand of greenization of physical distribution to make the exterior costs internalized. But, in the process of its greenization, there have been a series of games between the subjects inside and outside the system of physical distribution concerning the allotment of interests after the internalization of exterior costs, including the games between enterprises and enterprises, between the government and enterprises, and between clients and clients. The greenization of the work should not only rely on the forces of the market, but give play to the government. The government should try to speed up the course of its greenization by broadening the dissemination of the work, formulating criteria for judging the degree of its greenization, offering financial subsidies to the geenized physical distribution enterprises and guiding related enterprises in engaging themselves in the technical development of the work.
