第三方监测是我国近年在重大工程建设领域,参照国际惯例推行的一项科学管理制度,目前主要在重大工程建设的土建施工阶段实施,履行“客观、独立、公正”的评断和指导施工。文章针对地铁工程土建施工的特点,重点探讨了第三方监测的目的、特点、主要内容、任务及第三方监测的频率、周期、安全警戒值控制标准等问题,分析了第三方监测工作的重点、难点及方案制定的总体原则。

Third party monitoring is a scientific management system according to the international practice in the field of major project construction during past years. It is enforced presently in the civil construction stage of major engineering in China. It takes the principle of ＂being objective, independent and fair＂ and guides construction. In view of civil construction of metro project ,such factors as the purpose, feature, main contents, task, frequency, cycle, safety value control standard etc of the third party monitoring for subway project were discussed emphatically, and the key points, the difficult points and the general principle of third party monitoring were also analyzed.
