区县交通行政综合执法的规制冲突与能力短缺现状及对策——以重庆市渝北区为例

以渝北区为典型,研究目前交通行政综合执法中体制、能力、法规等方面存在的内部矛盾和相互冲突,提出解决冲突和能力短缺的可行方案。

Yubei district being taken as a model, the internal and mutual conflicts between system and rule or shortage of capacity are studied. Countermeasure about solving these problems is given.
