公共支出归宿:中国政府公共服务落实到贫困人口手中了吗? 被引量：79

摘要在家庭数据缺乏的情况下,本文转换变量,构建了可利用中观数据进行分析的公共服务归宿评测模型,以解释公共支出惠及富人与穷人的公共品非均等化。利用中国省际面板数据检验模型,我们发现:归宿于富人的公共安全服务相对不足;文教科卫和社会救济近年更多地惠及了贫困人口,但社会保障则供应不足;贫困人口较多地得到了见效快的经济服务,但着眼于长远利益的经济服务相对较少;补贴给了富人,专项服务和支援更多地给了贫困人口。公共服务归宿差异原因主要有经济实力、经济缺陷、公民偏好显示以及政府财政转移支付体制。文章最后还提出了政策建议。
