Criticism and Transcendence: New Public Service Theory and Its Inspiration

新公共服务理论是以美国著名公共行政学家登哈特夫妇为代表的一批公共行政学者基于对新公共管理理论的反思,特别是针对作为新公共管理理论之精髓的企业家政府理论缺陷的批判而建立的一种新的公共行政理论。新公共服务理论在批判的基础上超越了新公共管理理论,赋予了公共行政不同的价值观。新公共服务理论以民主公民权、社区与公民社会的模型、组织人本主义、后现代主义为理论基础,提出了七个主要核心观点。这一新的理论将对深化我国行政改革具有重要的借鉴意义。

The theory of new public service is a new theory based on the critique and transcendence of the limitation to enterpriser government theory, which is the pith of new public management theory. It is the reflection on new public management theory represented by the well-known American administrative scholars Denhardts. The theory bestows different value outlook on public administration. In the theory, it provides seven theoretical views taking civic right in democratic society, community, civil society as models and organization humanistic, post-modernism as theoretical basis. The new theory can be used as a reference to deepen China administration reform.
