对“一五”时期能源工业建设的重新审视

Reconsideration of the Energy Industry Development in the First Five-year Plan Period

“一五”时期我国集中进行的大规模能源工业建设取得了突出成就,对国民经济的发展产生了积极影响:煤炭工业得到迅速恢复和发展,支援了其他工业的建设;一批电力企业建成投产,大大增加了发电量;经过大规模勘探开发,原油产量大幅提高。今天我们重新审视“一五”时期的能源建设,应认真总结和吸取经验教训,制定稳定的能源政策:能源工业建设要遵循经济发展规律,要与国力相适应,尽量避免非经济因素的负面影响;要把外国先进经验和技术同我国国情相结合,处理好自力更生与争取外援的关系;要坚持可持续发展的原则,对各种能源合理地开发利用,同时注意环境保护。

China concentrated its efforts on the large-scale development of energy industry during the First Five-year Plan and scored outstanding achievements: coal industry rapidly recovered and developed, giving support to other industries; a number of electric power enterprises were constructed and put into operation, greatly increasing the generated energy; with extensive exploration and development the output of crude oil rose by a big margin. All these exerted positive impacts on the development of national economy. When we reconsider the energy industry development in the First Five-year Plan period we should earnestly sum up experience and learn the lessons and work out stable energy policies: the development of energy industry must follow laws of economic development and be suited to the national strength, trying by every means to avoid negative impacts of non-economic factors; the advanced foreign experience and technologies must be combined with China's national conditions and the relationship between self-reliance and foreign aid must be handled well; the principle of sustainable development must be adhered to, the various sorts of energy must be reasonably tapped and utilized and at the same time attention should be paid to the protection of envi- ronment.
