紧扣“练、考、用”三环节构建基层教育训练体系

To Construct an Education and Training System around Three Sectors of Training,Examination and Exercise in Basic Level

为全面贯彻公安部、上海市公安局“三基”工程建设总体部署,紧跟上海现代警务机制改革步伐,上海市公安局普陀分局紧紧围绕“深化大练兵、苦练基本功”的要求,建立了以“四随”机制为核心,以培训中心(警训队)、网络学校为载体的基层教育训练体系,并以“权宜应变、积极适应、准确定位”为准则,紧扣“练、考、用”三环节,尝试探索和建立起一套更为完善的基层教育训练体系,从而增强教育培训工作的针对性和有效性。

In order to carry out the general deployment of strengthening the consttuction of three foundations by the Ministry of Public Security and Shanghai Public Security Bureau and reformational step of Shanghai modern policing mechanism, Putuo Branch of Shanghai Public Security Bureau has build up a system of education and training anywhere at any time according to duties and needs, with a carrier of educating center, that is to say, the police training team and the network school, based on the rules of expedient transformation, active adaptation and exact orientation, around three sectors of training, examination and exercise, try to construct a more perfect education and training system in basic level. Only in this way, can we enhance the validity and pertinence of education and training system.
