摘要
日本、韩国历史上都曾以政府为主导实施汽车国产化政策。在产业主导型发展模式下,国产化政策发挥出十分有益的积极作用。取消国产化要求对中国汽车产业带来很大冲击。借鉴日韩经验,入世后的中国仍有必要采取汽车国产化的进口替代政策,并扶持、健全和发展汽车产业及零部件业,尽快促进技术创新,提升产业竞争力。
Localization policies of automobile industry had been implemented under the dominance of government in both Japan and Korea. These localization policies functioned well under the industry-dominant development mode. The removal of requirements for localization plans has come as a big shock to Chinese auto industry. Learning from the experience of Japan and Korea, this paper argues that it is nonetheless necessary to adopt an import substitution policy to stimulate localization of the Chinese auto industry. The development of domestic automobile and auto parts industry should be supported, and technical innovation should be encouraged to improve the competitiveness of the industry.
