The Administration of China's Rural Debts in the Visual Threshold of New Public Administration

乡村债务治理不仅是一个经济问题,更是一个事关全局、影响发展和稳定的政治问题和社会问题。立足于中国乡村债务的实际,运用新公共管理的基本原理和方法,应从多点着手对乡村债务进行治理:理顺政府间纵向职责划分,平衡乡村两级的财权与事权;推进乡镇干部人事制度改革,建立“农民本位”的乡镇政府绩效评估机制;打破乡镇政府和村级组织的垄断性供给主体地位,引入市场竞争机制,实现供给主体的多元化;以市场化为导向,推进乡镇政府和村级组织职能的转变。

The administration of rural debts is not only an economic issue, but also an essential political and social issue that relates to the overall situation and concerns development and stability. Taking rural public expenditure as the coordinate and starting from the analysis of the causes of rural debts, this article, while breaking through the research in the sense of economics and taking public administration system as the cutting point, strives to explore the system origin that causes rural debts and puts forward the way of administration new public administration.
