采用建立新的效率标准模型来证明政府的管制政策应兼顾成本弱增性和竞争机制,实现社会经济效率的最大化,从而克服了传统理论忽视社会经济效率所包含的社会成本因素这一弊端,并对此进行了扩展.认为政府管制政策应兼顾社会成本和收益,重视竞争的积极作用,以实现对自然垄断产业的社会有效管制.

In the paper, the author will build the model to prove that the regulation policy of government should give attention to both economy of scale and competition system to realize the maximization of social economical efficiency by the new standard of efficiency, which will overcome the disadvandage that the traditional theory ignores the social cost included into the social economical efficiency. The author will develop the point. Inconclusion, the regulation policy of government should give attention to both social cost and income ,and emphasize the positive role of competition to realize social effective regulation of natural monopoly industry.
