国有商业银行基层行改革推进情况的调查与思考

2003年底党中央、国务院决定对国有商业银行进行股份制改造。各行在总行层面上的改革已热烈展开,但国有商业银行改革是一个渐进的过程,各项内部改革措施在众多的基层机构向纵深推进和贯彻落实情况,以及如何避免改革过程中存在的上热下冷等现象,决定着改革的基础是否牢固、公司治理机制是否得到真正完善,也在较大程度上决定改革的成败。本文对国有商业银行基层行改革进展、推进、落实等情况进行深入的调查和反思,并提出了相关的政策建议。

The headquarters of Each banks had already carried out measures of reformation, but the reformation of stateowned-commercial bank is a course of long term, the progression of each measures of reformation in stateowned-commercial bank branch determined the foundation of reformation and the mechanism of corporation governing and the result of reformation. This article deeply survey and ponder the progression of reformation of stateowned-commercial bank branch, and put forward policy suggestion.
