Being the most universal taxonomy about organization applied by administrative scholars, the dichotomy of public and private organizations has been facing to theoretical and practical trouble in those research fields of organization and management. However, the dichotomy has its great significance in administrative science; it is convenient to analyze the characteristics of public institutions, to delimit the accommodativeness of public and private management as well as the boundary between government and market.
