摘要
为实现城乡统筹和新农村建设,北京市政府向农村投入了大量的财政资金,使农村各项公共设施和服务日益完善和丰富。本文通过系统研究北京市财政支出中支农支出总量和比重,财政支农内部结构及主要问题等,提出了增加财政支农资金投入总量,改善投资结构和加强投资管理等对策建议。
A lot of funds has been invested into rural areas by Beijing municipal government to perfect and enrich various public facilities and services in rural areas steadily in order to balance development coherently between urban and rural areas and construct new country. Based on a systematic study of Beijing financial expenditures in agriculture and the proportion of total expenditure, financial and internal structure of agriculture and other key issues, countermeasures and some suggestions were made to increase total capital investment in agriculture, improve investment structure as well as strengthen investment management.
