我国社会经济发展至今,已经没有了发达国家工业化时的廉价资源和环境容量,也经不起传统发展方式的资源消耗和环境污染。在经济发展过程中不断完善和发展循环经济,以最小的资源代价发展经济,以最小的经济成本保护环境,是实现社会和谐发展的必由之路。

Our social economic now has not low priced resources and environment capacity, comparing the industrialization of developed counties. And it can＇ t support the resource consumption and environmental pollution of the traditicnal means of development. During the process of economic development we should continue to perfect the circling economic, improve the economic with the least resource consumption and protect the environment with the least economic cost.
