上海经济发达,人口稠密,是我国特大城市,也是全国重点防洪城市,防汛防台任务繁重。该文阐述了进入上世纪90年代以来,上海防汛形势出现的一些新特点。为应对严峻考验,确保城市安全正常运行。为进一步完善“精简、统一、高效”的防汛应急管理机制,该文就上海城市管理工作面临的新形势、新课题和新任务,指出了上海防汛应急机制存在的主要问题和对策措施。

Shanghai, where the economy is developed and the population is densely, is an especially large city and is also a key flood control city in China. The tasks of the flood control and typhoon prevention are hard. Since the 1990s, some new characteristics have arisen in the situation of the flood control in Shanghai. In order to deal with the severe test and to ensure the city under the safe and normal operation, it must be further to perfect the 'simple, unified, high efficient' flood control emergent management mechanism. It has become the new situation, the new problem and the new task faced with in the city management work of Shanghai.
