The Challenge from Electronic Files and the Countermeasure

提出实施电子档案与纸质档案双轨制管理办法,在电子文档中增加电子印章、签名和防写等技术措施,保证电子档案的原始记录性,实现电子档案的法律效力。

Double-track management system of electroic files and paper files was proposed in this article.The originality of electrnic files can be guaranteed by taking some electrnic seal,autograph and writing-proof measures in electronic file management,accomplishing the legal validity of electronic files.
