摘要
本文从企事业组织的角度阐述了实施人力资源强国建设战略的微观依据、微观内涵以及微观层面的促进与保障措施。通过研究,笔者认为,建设人力资源强国,不仅是国家的战略选择,同时也是各类企事业组织持续、健康发展的需要。企事业组织应该把人力资源管理与开发置于战略地位,不断提升组织成员的知识、技能和能力,科学、合理地管理人力资源,让人力资源能力成为组织获取持久竞争优势的基础。
This study expatiates on the microcosmic foundation, connotation as well as the microcosmic promoting and ensuring measures of the strategy on building strong human resources country from enterprises and public institutions perspectives. The study shows that to build the strong human resources country is not only the national strategic choice, but also the need of sustainment and healthy development of all kinds of enterprises and institutions. Management and development of human resource should be placed in a strategic position by organizations, and the employees' knowledge, skill and ability should be promoted consistently. Finally, it reveals that organizations should put emphasis on managing human resource scientifically and reasonably, so as to make human resource become the basis of obtaining lasting competitive advantage.
