构建我国的政府信息公开制度

Building the Open Institution of the Governmental Information in Our Country

政府信息公开是指政府公开其政务运行过程的相关信息,社会公众可以通过查询、复制、下载、收听、观看等多种形式,依法利用行政机关所掌握和控制的信息。政府信息公开的法律基础是公众知情权。在宪法中确立知情权的基本人权地位,借鉴其他国家的政府信息公开制度来构建我国特色的政府信息公开制度。

The openness of the governmental information is that the government makes public the related information in the course of the governmental administrative affairs, and that the public can legally make use of the information collected and controlled by the government by means of inquiry, reproduction, downloading, listening in and watching. The legal basis of the openness of the governmental information is the people＇ s ＂right to know＂. We should make the ＂right to know＂ as a basic human right in the constitution and by drawing upon other countries＇ institutions, we should build our country＇ s open institution of the governmental information with Chinese characteristics.
