商业护理保险在中国的前景分析——兼论中国未来老年生活护理制度模式

Analyzing the Outlook of Commercial Care Insurance in China——Concurrently on China's future care system for senior citizens

在中国人口老龄化、高龄化加速的背景下,在德国健康保险公司技术的直接支持下,以及面临国内健康保险市场的竞争与潜在利润分割的催化作用下,中国人保健康公司于2006年6月15日,在全国范围内推出“全无忧长期护理个人健康保险”。但由于中国传统伦理观念的束缚,中国中等收入者可支配收入有限,居民医疗保健支出的“挤占”效应等因素的阻滞,该险种显得前景堪忧。在养老保险、医疗保险等还未饱和的情况下,强行推出该险种不免有些为时过早。借鉴国外应对人口老龄化带来的老年生活护理风险,中国未来老年生活护理制度应该是:“以社会化护理保险为基础、建立社区护理救助制度以及发挥家庭的功能”再加上商业性质护理保险的“3+1”模式。

Confronting with domestic fierce competition in health and insurance market and potential profit partition, PICC Health Co. presented on June 15th, 2006 a Long Term Care Insurance for Personal Health, which was directly supported by Germany Health Insurance Company, catering to the trend of aging population and quickened aging situations. However, it had a gloomy prospect for many unfavorable factors, stereotype of traditional Chinese ethic concepts, limitation of middle elass＇s disposable income and ＂crowding out＂ effect of resident ＇s medical care and health expenditure. The program seemed rather premature to unsaturated insurance and medical care. Drawing the experience ot： foreign country against the risk of health care for aging population, the paper suggests the medical care system in China should be followed the mode ——＂Grounded on socialized care insurance, community care and relief system should be established with the aid of family function, supported by commercialized care insurance＂.
