摘要
简要评述台湾地区更新条例发布7年来的情况,并就台湾目前奖助机制的可行性与公平性作了进一步探讨。认为都市更新奖助机制贵在能突破长期的重整瓶颈,使穷陋地区均能顺利更新。同时也指出,现行法令对于奖助系为全台湾地区一致的标准,仅为齐头式的平等,未考虑立足点的公平。
This paper gives an account of the implementation of the Urban RenewalAct over the last seven years since its announcement, and makes discussion on the feasibility and fairness about current incentives and encouragement mechanism in Taiwan. Although breaking through bottleneck to make backward areas easily renewed is valued, the ordinance implemented in whole Taiwan with an identical standard is unfair for embarrassed areas.
