对推进新疆县级财政体制改革的思考

Speculations of Promoting Fiscal System Reform on County Level in Xinjiang

近年来,新疆县级财政一直处于“增收不解困”的状态。本文从客观原因和体制原因两个层面分析了新疆县级财政困难的原因,并对此从财政体制改革的角度提出了解决的对策。

Xinjiang government faces the fiscal difficulties on the county level though finance income has increased largely in recent years. The paper analyzes the reasons of the fiscal difficulties on the county level from two aspects, that is, objective situation and fiscal system. Then, it points out the solutions aiming at promoting local fiscal system reform in Xinjiang.
