中美两国间的贸易摩擦是经济全球化和贸易自由化进程中,中国以新兴贸易大国崛起所必须面对的挑战。在美国频频挥动贸易大棒的阴影下,当务之急就是要溯本清源,找到对策。美国贸易救济措施是在美国宪政结构下,为了取得最大的利益平衡,最大限度的促进美国利益,国会和总统持久的权力斗争的结果。这种贸易政治机制的本身,已兼容了自由主义和保护主义两种精神。它随着美国在国际贸易中的地位变化而不断变化。

Under the condition of economic globalization and trade liberalization, as a new player in the stage of international trade, China faces an inevitable challenge - trade friction. Under the pressure frequently put by the U.S. , the top priority task for China is to find out the root cause and work out countermeasures. American trade support policy was a result of lasting power struggle between the Congress and the president under the constitutional government for the aim of national benefit maximization. This political trade system has characters both of liberalism and protectionism, and it varies with the change of America＇s position in the international trade.
