This article aims to discuss the principles of creating city sculpture. It analyzes the ＂environment - sculpture＂ binary quality which features the city sculpture creation： the city background belongs to the high-grade structure and detailed techniques, specifics and appearance of the sculpture the low-grade structure. City sculpture is a sort of public building, so the designing should start with the environment. From the creation practice of the topic sculptures in Jilin Century-plaza and Jiamusi University, the article explores the Strategy and principles to match the demands of environment, topic and times.
