可持续发展涉及人类多种权能的实现,而其中的环境与资源权的实现,是可持续发展的自然基础。在人类缺乏环境和资源保护意识的状况下,通过立法、执法,强化人类的环境意识和资源意识,明确社会主体对环境和资源肩负的法律责任,通过完善环境资源法律制度,保障可持续发展。

Realization of various of rights and abilities are influenced by sustainable development. Enviroment right and resource right are the natural ground of sustainable development. In the condition of the absence of the awareness of environment and resource, we should enforce the awareness of environment and resource by legislation and executing the law. So the obligation of law can be nailed down to the social main body. We need to perfect the system of law on environment to ensure sustainable development.
