摘要
近年来我国许多管理类文献分别对绩效评估和TQM理论的研究及实践应用进行了探讨,然而对两个领域结合应用的研究非常少.因此,从国外目前对TQM和人力资源绩效评估二者结合应用的文献的综述基础上,对国外的员工绩效评估的研究进行概述,揭示在TQM的背景下应用绩效评估体系时,组织表现出的特征和面临的主要困难,并提出人力资源绩效评估的应用须适应TQM的要求而不断调整变化.
There has been relatively little work on the particular characteristics that should be adopted by an organization with a TQM approach to human resource (HR) performance evaluation. This paper establishes the context for future empirical research. The main difficulties with the concept of performance evaluation from a quality perspective is revealed. Both the assumptions of TQM and the requirements for HR evaluation are used as a foundation and it is put forward that the application of HR performance evaluation should be adjusted to integrate TQM requirements.
