EU Cultural Policy and Cultural Governance

欧洲文化政策有两个层面:一是民族国家的文化政策,二是泛欧洲的文化政策。在欧洲层面,主导文化政策的政治实体主要是欧洲联盟和欧洲理事会。联合国教科文组织和世界贸易组织作为国际机构也对欧洲文化政策发挥着重要影响。本文的研究对象是欧盟文化政策,着重考察欧盟作为欧洲范围的行动者,如何通过其显形和隐形的文化政策,塑造新的文化治理体系、推进欧洲公民社会各种力量的新型合作关系。

The concept,“European cultural policy”,refers to both nation-state and pan-European cultural policy,and it has two levels.At the European level,while the European Union and the Council of Europe have played a leading role in the field of cultural policy,UNESCO and WTO have exerted influences on the policy.Focusing on EU cultural policy,this paper examines how the EU,as a transnational actor,is shaping a new system of cultural governance by its manifest and latent policies,and thus fostering a new partnership of different sectors in European society.
