摘要
分析了我国林纸一体化主要制约因素,提出了制定纸浆林区域发展规划以及林地经营权流转等相关政策,强化纸浆材专化品种选育及其产业化配套技术研究等,是解决限制“林纸结合”瓶颈问题的关键。
The paper analyzes the constraining factors on China＇ s forestry-paper integration and points out that the key to solve the bottleneck problems of forestry-paper integration is to establish the regional plan in pulp forest development, to adopt the policies of management in right shift,and to strengthen the variety selection of pulpwood species and its industrialization technology research.
