Explained and analyzed them from background, concept, intension, goal, essence, mathematics logic, etc., so as to clarify the new understanding of public finance Through analyzing we find clearly it is suitable for na- tional conditions under the system of market economy to implants the public financial system in our country. So we need to get hold of the localization of public financial function while advancing public financial construction, clarify what finance should do on earth, and essentially indicate public financial system needs improving and constantly enriched accommodating to the development of the market economy system.
