和谐是中华民族优秀文化传统的核心,和谐安定的生产生活环境是历代中国农民的根本要求。中国封建制度的特殊性对造成农村治乱有直接关系,实现农村和谐稳定的根本条件是作为主要生产力的农民和主要生产资料的土地必须结合,使农民具备从事生产劳动的起码条件。当代构建社会主义和谐社会必须首先实现农村和谐,解决农民从事生产和发展生产的基本条件。

Harmony is the core of Chinese fine traditional cultures. Harmonious and stable environment for production and living is the basic demand of Chinese farmers of any dynasty. The particularity of Chinese feudal system has a direct link with the turbulence in the countryside. The basic factor to realize the harmony and stability in the countryside is to combine the farmers with the land,the former the main productive forces and the latter the main means of production,which will make the farmers have the basic conditions for producing. The construction of the socialist harmonious society of the present age is to realize harmony in the rural area first and to provide the fundamental conditions for the farmers to undergo and develop the production.
