关于低价竞标的思考

最低价中标法是国际上通行的一种招标投标制度,但目前我国在应用该制度时,却出现了低于工程成本价等不合理低价竞标现象。此文对产生这些现象的原因及危害进行分析,指出最低投标价中标法还要根据国情进一步完善。

Low quotation bid winning is at large an internationally accepted tendering and bidding system. But when it is used in our country, there appears the phenomenon of competitive bidding by a quotation lower than the cost price. This article performs an analysis on the reasons and harms of the occurrence of this phenomenon before pointing out that the lowest quotation method should be further improved and perfected according to the practical national conditions.
