转轨时期我国产能过剩的成因解析及政策选择

A Study on the Over-throughput Issue during the Transitional Period in China

本文试图对处于体制转轨特殊阶段的产能过剩形成机理给出一个全新的解释,在界定产能过剩概念基础上,借鉴相关文献,参照和修正Betancourt(1985)的模型,给出了衡量产能过剩的理论标准;并对产能过剩的效应进行经济学分析;文章最后就缓解产能过剩提出相关政策建议。

This paper intends to explain how excess production capacity occurs. Based on defining what excess production capacity is, by using relevant literatures for reference, the paper establishes a special theory model by modifying and developing the model of Betancourt （ 1985 ）, enacting a new standard of weighing over-throughput, analyzing the economic effect of over-throughput. Finally, some policy suggestions are put forward.
