和谐社会框架下我国预算体制改革的路径选择

Under the Framework of a Harmonious Society,Route Choice of Our Budget System Reform

笔者以为,和谐社会框架下的制度内涵应该是制衡体制、道德内约以及法规治理相结合的动态均衡社会,而这个社会预算体制的改革路径应该是按照政治-行政二分的原则,在现行的政治体制框架下,在行政管理体制改革的范围内,建立一条以制衡体制为保障的渐进主义理性的改革路径。

Under the framework of a harmonious society, the Connotation of our administrative system is dynamic balanced society which is component of balanced system, ethics of inherent constraints and governance according to laws and regulations. And reform route of its budget system should be one which is according to the principle of Dichotomy between Politics and Administration, within the framework of the existing political system, and in the area of the reform of the administrative system, to establish a balanced system as a safeguard along the rational reform path of gradualism.
